RIAA Wants To Lower Artist Royalites

The RIAA is never afraid of bad PR when it comes to their quest for greed, or so it seems. Engadget is reporting that the RIAA is now seeking to lower artist royalties for the use of lyrics and tunes used for cellphone ringtones and other digital recordings. So, here's the question, say they get their request. Anyone think that the price to consumers will drop? I didn't think so.
