Set PHaSRs To Stun

The US Airforce has unveiled a new hand-held laser weapon that gives security forces a non-lethal option for crowd control and perimeter protection. Called the Personal Halting and Stimulation System (PHaSR) (do they use the same guys to name things as Microsoft?) is still a prototype and a few years away from being used in the field. It shoots a low-power beam of laser light that temporarily impairs a target's vision.
