This has been bubbling about for a bit. The FCC wants to get its regulatory hands all over Cable to appease those that want to see some sort of standards for the content that comes over the boob tube.
Two points on this.
The FCC's supposed charter has been eviscerated by itself and the mission has long since been outstripped by a world that moves faster than it can keep up with, except when big money or zealots are involved.
Dave Winer proposed an innovation about what news stories we want to see on what news broad or cable casts. This already exists on both cable and broadcast channels. It's called the channel changer.
